Staff management by definition is more directly concerned with individuals. It is at this level that managers are called to be leaders and to inspire individuals
to attain the highest levels of accomplishment they wish to achieve for themselves. It is also at this level to which much management theory is directed. Though increased
quality, more efficient operation, operational expense reduction or any other similar target is of departmental and ultimately organizational concern, it is the collective effort of the organizations individuals that enables
changes. The four functions of management - planning, organizing, leading and controlling - have been rather constant for well more than a century.
They are still relevant today, though in contexts different from those of the past. Control more directly applies to costs and processes than to individuals in todays management
paradigm, where individuals should be encouraged to practice innovation and creativity wherever possible. Staff management still requires a great deal of planning and organizing, but today as never before
leadership likely is the most critical single aspect of staff management. There are many approaches to staff management that can be applicable in
