called Measurement, Inc., located in Durham, NC. The company develops, administers and scores achievement tests for public school districts. The company had become highly centralized, with its president maintaining a tight control of the organization. Management has become convinced that decentralization is the key to future success. Though the product/service was among the best in the industry, there were many logistics problems when it came to scoring, administering and returning tests to the schools. Turning the "tower" organization into a "flat" one, however, helped Measurement become more effective and to marshal its human resources for more effective assistance to clients. The following is an outline to delineate the difference between "tall" (vertical) organizational structures and "flat" (horizontal) organizational structures. I. Organizational Structures A.
