San Diego Gas & Electric (SDG&E) and two other lines touched each other. This resulted in a huge fire in the area (Spagat, 2009). Subsequently, hundreds of law studies were
filed by the victims who had lost property as a result of the fire. The initial settlement from SDG&E was for $740 million (Spagat, 2009). This caused SDGEs insurance to
skyrocket from $13.8 million to $55 million (CBS 8, 2009). Two years later, SDG&E submitted requests to the Public Utility Commission to raise their rates to offset their losses,
including insurance premiums, from that fire CBS 8, 2009; Spagat, 2009). Jennifer Ramp, a spokesperson for the company explained that because of the extreme increases in their insurance premiums, their
costs were out of control and the only way they could remain solvent was to increase their customers electricity rates. They estimated the increased rates would raise an additional $29
million each year. They also wanted approval to pass along any additional costs they incur as a result of damage that is not covered by their insurance (CBS 8, 2009).
Citizens were in an uproar. One consumer said, "I get in a car crash, I take care of my own problems, so thats their problem. I should not have to
suffer for their error" (CBS 8, 2009). Consumers allege that SDG&E just does not plan and build correctly. One agency rep said, "what they are doing is saying we are
