public knowledge that the country is pursuing the development of Nuclear technology the media portray this as the intention of Iran to develop weapons of mass destruction, with the implications
that they will be potentially used against the west. Iran argue that they are developing the technology for use in power generation. However this appears to be seen as an
excuse. There is no real way of knowing the intentions for the use of technology as this may change over time. Moreover, with many developed nations that are criticising Iran
for developing this technology, it may be argued that there is some level of hypocrisy and makes it easier to understand why Iran wants to develop its own nuclear technology,
whatever the final goal. The way in which the Iranian government is making its; decision to pursue this goal against the international opinion cannot be looked at in isolation of
these other nations and the internal and external political structures. Using the approach of structuralism we may be able to appreciate Irans position with greater understanding. It is generally
understood by the political theorists that there are two ontological factors that should be considered in any areas of social research; these are agency and structure. This is reflected in
the well known quote from Marx, people make history but not in conditions of their own choice. The agency ingredients are the actors, such as the states, or even individuals,
the structure is the context, such as the international system or local political systems. Wendt (et al, 1999) identifies three types of structure; material structure, structure of interests, ideational structure.
