external factors. The way the problems are seen and dealt with will have a great impact on the way a problem is solved and the level of success that is
achieved. Hammond (et al, 1999) see problems as challenges, which is examined may lead to opportunities where the firm may have a long term gain as well as the
advantage of overcoming a problem. Challenges may be seen as urgent and the way they arte approached may be one that either seeks the lowest cost solution or the
fastest solution where there is a time issue, However, by adopting a more formalised problem solving paradigm the best solution may be found, which has the potential of adding value
as well as solving the problem. In this paper the use of a fictitious problem is to be used to demonstrate the use of the PrOACT system proposed
by Hammond (et al, 1999). The paper will start with some background to the case and the outlining of the problem before moving onto the objectives, looking at the alternatives
and considering the consequences and the trade offs. In this paper we will use the case of a health centre and the need for a new system to maintain patent
records, however the same approach may be applied to a number of applications, such as any company where there are manual customer records or where there is increased pressure to
