sky and clouds. Soon you are looking down on a beautiful landscape with rectangular patches of different shades of green, sheets of water, and fields of gold. As you debark
the plane and look around you think you have landed in the middle of the country but no, this is Sacramento, the capital of California (Hayes 1991).
Sacramento is in the middle of the American River Basin. The airport is eleven miles north of the city; an area that is still partially
agricultural with fields of wheat and rice; where the herons and egrets stop twice annually for rest on their journeys north or south. It is this area that has caused
the most controversy in the last two decades. Controversy between those who want to retain the agricultural look an feel, despite the fact that the fields are not utilized to
their growing potential any longer, and between those who see the city growing and with that growth the need for an international airport, one that is at least three times
the size. The airport is currently handling three times the traffic for which it was built. One of the communities that has expressed concern over the airport expansion is South
Natomis, which is one of the communities discussed in this paper. South Natomis is in the direct flight pattern of the airport and would be affected by the increased noise
level of additional flights people (Hayes 1991). The foci of this paper are: the redevelopment of the downtown area and the expansion of
a region named South Natomis. There are regions within the Sacramento city limits that are larger; none are more involved or vocal, however. Specifically, the book written about these projects
