This 40 page paper studies the drivers and constraints on the supply of land in Beijing paying particular attention to the socio-political influences. The paper examines the issues and drivers of land control and supply from the perspective of urban planning and ownership, looking at general concepts, and then considers the way that the drivers and influences manifest in Beijing with the sue of property rights. 1. Introduction In any community the use of land and its supply is an important issue. Land is needed not only for
living space but also as a means to supply essentials, such as food. This may be with the use of fields and the ability to grow food, or in a
less direct manner the use of land as a workplace, where ages are paid so that essentials maybe bought. The development of urban areas can result in the demand for
land being greater than the supply, and while economic drivers may work to increase the willingness of some land owners to make land available there are other constraints, such as
planning policies, on the supply and subsequent use of land. The issue has been considered and managed in different ways by many societies. One area where
this is currently an important issue is in Beijing in the Peoples Republic of China. Beijing is one of the worlds fastest growing cities and with a high level of
state control in this communist country it may be expected that the urban development process and control of land supply is highly regulated. In China the issue of land supply
and urban polices and planning are inextricably linked as the supply of land is subject to government control and private individuals cannot own property outright (Chan, 1999; Kwok, 1989).
