a variety of factors. Over time, in many instances, much of this development has been unplanned. Numerous cities across the nation, however, are now making more deliberate development
advancements in order to promote the economy. Kitchener is an example of one Canadian city that has taken development by the shoulders and carefully guided its progress.
In 2006 Kitchener had a population of 204,668 spread out over 136.8 square kilometers (Statistics Canada, 2007). This reflects a population increase of 7.5
percent since 2001, a population increase that has resulted in a population density of 1,495.2 individuals per square kilometer (Statistics Canada, 2007). Private dwellings in the city number 82,723
(Statistics Canada, 2007). Kitchener has undertaken numerous projects in recent years in their efforts to enhance economics. Several of these
projects are beneficial in other respects as well. By far the most interesting project undertaken by Kitchener is the revitalization of the downtown area. Currently, only an estimated
one-fifth of the development that is occurring in the region is occurring in the existing urban area (Mercer, 2007). Kitchener, however, envisions a plan in which the urban emphasis
could be doubled (Mercer, 2007). This revitalization is encompassed by both the citys economic and environmental initiatives. One component of it is the development of a new athletic
complex. Another is the attraction of two universities to the core area (University of Waterloo and Wilfrid Laurier University) (Pender, 2007). This was accomplished with the citys donation
