surmise that urban design is largely the result of specific planning on the part of experts working in conjunction with city planners. While this is certainly one aspect of urban
development, it is not the primarily factor in determining city planning. Citing the work of Maurice Halbwachs, Aldo Rossi explains that it is economic factors, not design considerations, that are
the major influence over urban planning. An examination of a 1990s Toronto building project, Lakeshore Village, which was begun in the 1980s, demonstrates this principle and the applicability of
Halbwachs thesis. However, before directly addressing the Lakeshore project in Toronto, a brief examination of Halbwachs thesis shows the principles that are involved in this current-day situation. Halbwachs asserts
that it is economic factors that are the primary influence in determining the evolution of a city, "up to the point when they give way to general rules" (140).
According to Halbwachs, far too much importance ahs been attributed to the significance of how a particular condition arises, as all economic conditions "arise from necessity" (Rossi 140). In Halbwachs
view, economic conditions do not change their meaning because they came about from one specific condition or another (Rossi 140). Nevertheless, Halbwachs admits that economic factors do not fully account
for the "sum total" of the structure of urban artifacts (Rossi 140). In addressing this, Halbwachs looks at the various social groups that can exist within an urban landscape,
drawing the conclusion that "the relationship between the citys construction and its behavior" is directly related "to the complexly structured system of the collective memory" (Rossi 140). From this
perspective, the ultimate configuration of a large metropolitan area originates from a "confrontation of the initiatives of different parties, personalities and governments" (p. 142). In other words, cities result from
