of it is good and valid, some of it isnt. Therefore, criteria were established for selecting articles and documents to review. Articles in journals were considered valid, especially those
that are peer-reviewed or are known to publish valid information. Two academic databases were used: Gale Databases powered by InfoTrac and E-library. The next step was a Google search. Documents
were deemed useful and valid depending on the author and source. Articles from agencies in the U.S. Government, such as the National Institutes of Health (NIH), state governments and other
types of health agencies, such as hospitals, met the criteria of credibility. Many articles published by higher education institutions were also considered valid. Authors also needed to meet credibility
criteria. This is based on their occupation, past work, association, and the writers own personal knowledge of the authors credibility. The search terms used were combinations of: universal health care
reform public policy. For example, a general search was conducts using the phrases: "universal health care"; "health care policies"; "health care reform"; and various combinations of those words and terms.
The search resulted in numerous articles about what universal health care is and the need to reform the health care system, policies that have been adopted in some states,
such as Massachusetts and California, the pros and cons of universal health care and others. Some of the articles reviewed are listed in the Bibliography. 2. Assess the role
of policy research Any policy proposal needs to have research to justify the need for such a policy, the benefits of the policy and the disadvantages of that policy.
