and it will need to be resolved on a national basis. To support his assertion Andreopoulos (2007) noted that the state of Washington mandated universal coverage in 1993 and insurers
became so angry some of them left the state (Andreopoulos, 2007). The Republicans took over the State House and fixed the problem, which left 13 percent of the states citizens
without health coverage of any kind (Andreopoulos, 2007). Hawaii was a pioneer with thee health coverage policies in effect since 1975 but the economic downtown in the 1990s required them
to cut benefits, leaving 12 percent of the states citizens without health insurance (Andreopoulos, 2007). Oregon and Tennessee tried the same thing but had to cut the programs because the
costs became greater than the revenue (Andreopoulos, 2007). Governor Schwarzenegger in California tried to get a bill passed but that has been unsuccessful. The fact is that 19 governors
have tried to pass some form of universal health care in their states with more than 10,000 separate bills related to health care coverage on the floors of numerous state
congresses Schwarzeneggers They are unlike to pass. Consider one more state - Massachusetts which passed a universal health care plan that was working but as analysts have pointed out, this
is a wealthier state with the fewest citizens without insurance (Andreopoulos, 2007). The 20089 state budget allocates $13,540.554 for health and human services (The Commonwealth of Massachusetts, 2008). Compare this
