regulations in November and there has been no war as yet. Once again, President Clinton avoided military action when Hussein backed down. Some applauded Clinton for staying calm and waiting
it out. Others criticized him. Some Clinton staff privately grumbled that if Bush had taken out Saddam years ago, the United States would not have a problem with the man
again (Benedetto 11A). Still, most congressional Democrats opposed using force to oust Saddam during Bushs reign (11A). The main problem which faces the Clinton administration is that Hussein is likely
violating agreements and making nuclear or chemical weapons. That is what the world believes the most likely reason for Hussein not to let U.S. inspectors in, and the reason for
the impending problem which surfaced late in 1997. While nuclear weapons are a threat, what is most feared is Husseins development of chemical and biological weapons. He is well known
for attacking his own people with such devices and no one believes he would hesitate to attack others if he believed he could get away with it. That is why
a great deal of attention is focused on Iraq, even though the problem exists in other countries as well. The United Nations Special Commission on Iraq reported that by 1990
Iraq had amassed huge stock piles of deadly biological warfare agents which it had planned to use against the United States (Hackett 34). It is thought that these were destroyed
as part of the agreement made during the Gulf War, but no one truly knows if Hussein complied. In 1995, it was revealed that Saddam Hussein refrained from using chemical
or biological (CW/BW) weapons only because he was afraid that the United States and Israel would retaliate with nuclear ammunition and so nuclear deterrence did work (34). While this
