In terms of market exchange rates rather than those based on purchasing power parity (PPP), the United States and Japan remain the worlds two leading economies. China nudges
Japan into third place when considering size according to PPP, however. Both countries have had their problems with unemployment, a situation common enough in the US but relatively new
in Japan until the 1990s. The purpose here is to review unemployment in the United States and Japan throughout the later years of the 1990s and at present. The
Setting The United States Day after day in the 1970s, the nightly news carried at least one clip of someone saying, "The President
should do something!" The president was Richard Nixon, and the complaint was about food prices, meat in particular. The true costs of the Vietnam war in the late
1960s were becoming known, and that and other factors were wreaking havoc on the national economy. Inflation was rampant and the Federal Reserve
consistently acted too late, and in degrees that were either too little or too heavy-handed. President Nixon instituted wage and price controls in the early 1970s; President Carter ordered
that consumer credit be frozen for a time in the late 1970s. Congress was intent on increasing deficit spending, looking to increased taxes to pay for their decisions.
Ronald Reagan took office at a time of economic crisis. Reagan announced a structural change that can be seen as being characteristic of
the conservatives. Liberals immediately condemned Reagans program as being designed for the "rich," a perspective not helped by Reagans response to a question of how the program was supposed
