urban areas, the poor became a large force and welfare became a reality. Further the have nots could not be easily dismissed when they lived next door. There has always
been a debate concerning the implementation of social programs, with conservatives calling liberals communists and liberals calling conservatives cold hearted. Most recently, there has been a backlash against government funded
programs, largely due to a public disgust with rampant crime and other persistent social problems. With the disparity between the haves and the have nots growing, the working poor is
often just one paycheck away from poverty themselves. Thus, fear and anger grows inside of them. It is often the welfare recipient who gets the blame for all the social
ills. Realistically, crime and other problems do dwell more commonly in poorer areas where welfare is a way of life. But the old question of which came first, the
chicken or the egg, is not relevant here as it is easily answered. Poverty came before both welfare and crime. In fact, poverty is a causative factor in the growth
of criminal activity, not welfare. And in these poor areas, other social problems are apparent. There are more babies born out of wedlock, more drug trafficking and more addicts. The
problems come in bunches and are inextricably linked. Not only do they affect the poorer communities, but there is a spill over effect into the society at large and unfortunately
much of the trouble affects young people. Children are highly valued in society but even more important is the fact that the children and adolescents we see in our
playgrounds today, will be running for office tomorrow. Or running numbers. Or a number of things. And it is up to the society whether it wants to see these young
