be a helpful tool for determining what the needs of this particular group are and how to best meet those needs. There are nay-sayers, however, who believe that surveys dont
represent an accurate response and in many cases, that dont offer any response. This is not the fault of the survey, necessarily, but rather, in the way it is designed
and administered. There is more to putting together a survey than just putting some questions on paper, giving it to people and then hoping for the best. Survey work is
a field in itself, and this paper will provide some advice and ideas of what, exactly, constitutes an effective questionnaire, while delineating pros and cons of various points. As an
aside, sources used the terms "questionnaire" and "survey" when discussing these instruments. While there are some differences in these terms, for the purpose of this paper, the terms "questionnaire" and
"survey" will be used interchangeably. Are surveys effective? The answer to this question is yes, as long as they are designed,
developed and administered properly. Where surveys can fall flat is when respondents cant be bothered to respond because the survey is too long or the questions too difficult to comprehend
(Frary, 2001). Plus it is important to determine what information, exactly, the survey should collect - the worst thing that could be done in collecting information for a pilot program
regarding mental health support for adults is throwing in questions that have no connection to the information that needs to be collected (Frary, 2001).
