policies can the U.S. institute to lessen its dependence on imported oil on a permanent, ongoing basis, without seriously damaging our economy? Williams
and Alhajji (2003) write that many "of the warning signs that existed before the energy crises of 1973 and 1979 exist today" (p. 20), and that US dependence on foreign
oil has steadily increased since 1985. Today, the US imports 58 percent of the oil it uses (United States of America, 2003), up from 55 percent in 1999 (Williams
and Alhajji, 2003). These are accurate statements, but Williams and Alhajji (2003) are addressing the entire market and not distinguishing the foreign sources of the oil used in the
US. While it is true that the US imports more than half the oil it uses, most of it originates in areas of the world other than the Mideast.
As a percent of demand of Persian Gulf oil, the US accounts for only 12.5 percent of the oil originating in the Persian
Gulf. In contrast, the countries of Western Europe account for 23 percent of the demand for Mideast oil, Japan for 73 percent (Persian Gulf Oil Export Fact Sheet, 2000).
Of total imports, the amount of imported oil originating in the Persian Gulf is about 25 percent (United States of America, 2003). Dependence on foreign oil is increasing
