The government of the United States has spent the past several decades dealing with the ever-increasing problems of international drug trafficking. Criminal organizations of all kinds increasingly layer
illegal profits through investments in legitimate businesses. They take full advantage of every element of the international financial system, from holding companies and brokerages through the entire range of non-bank
financial institutions. In many circumstances, it is virtually impossible to determine where "dirty" money or investments stop and legitimate business practices begin. In no other sector of the
American "war against drugs" is this more evident than in the illegal drug trade that takes place between the United States and the nations of Latin America.
Most social scientists and governmental task forces have come to see the drug industry as what is probably the largest and most profitable sector of international
crime. The perceived threats of drug consumption and organized crime provide the main justifications for important impulses given in recent years to the development of legislation and the organization of
law enforcement. As a result, efforts at repressing drug trafficking have increasingly acquired an international character. Unilateral, bilateral and multilateral forms of pressure, intervention and collaboration are proliferating between states
