indirect threats placed upon civilisation in the way that weapons were developed and the political situation had evolved. To many there was a very real threat to the globe due
to the power that have been stored in weapons over this period, not only nuclear weapons, but biological weapons. When we consider the end of the Cold War this
may be seen being allowed to end due to a change in the foreign polices of the Untied States under President Bush, as well as the changes in the political
situation in the former USSR. If we wish to understand the changes in foreign policy that occur we need to understand the way in which the political changes were impacting
on the former soviet union enabling the US to make these changes. The most important change that would bring abut the end of the Cold War had been the fall
of the former Soviet Union. This destroyed the former political frame work that had supported the cold war. Whilst the Soviet Union was a large influence on policy there
was a large threat, with the dissolution following the revolution the communist threat subsided with a range of smaller countries, which were disjoined and cold not be seen as posing
such a significant risk mean that there was time for a change. We can argue that the relationship between the USSR and
the US had been thawing, there and been more dialogue prior to the fall of communism. However, at the fall there was a large change. It has been argued that
the reason we see as change was due to the fact that it was the communist threat from the USSR that had defined foreign policy for so long, with the
