US President William Clinton said: "This bill makes good on our pledge to keep our Armed Forces the best equipped and maintained fighting force on earth." The US$ 290-billion
Defense Bill -about 38 percent of the fiscal budget--contains a long overdue 4.8 percent military pay raise. Most importantly, however, this bill, slightly larger than the FY99 Defense Bill, should
mark the end of a 14-year decline in defense spending which has seriously eroded the readiness of the US Armed Forces. Simply put, defense spending went down 40 percent from
1985 to 1999 in inflation-adjusted dollars. Budget During the Cold War, the US spent about seven percent of its Gross Domestic Product (GDP) on defense. During the 1990s that
number dropped to 3.5 percent and today it stands at three percent. This slide has had devastating effect on the Armed Forces.
Since the mid-1980s peaceful years, the US Army and the Air Force have been reduced by 45 percent, the Navy by 35 percent and the Marine Corps by
12 percent. The Army now has only 10 divisions down from 18, the Navy has only 346 baffle force ships down from 546 and 12 aircraft carriers down from 15,
and the Air Force has only 13 aircraft fighter wings down from 24. In addition, the Department of
