Act) secretly made a tape recording of the discussions, which was then sent to various newspapers. This led to massive protests against the UK Government, and a group of
people decided to initiate large-scale protest. The campaign literature they produced asked protesters to gather outside prime ministers office. Protesters were also asked to bring along with them
"anything that could be used to tear down the prime ministers office, cause as much disruption as possible and wreck the government." Ignoring

involvement of the civil servant, newspapers and the group of people who "decided to initiate large-scale protest." Defacing government property, on the other hand, represents the request that protesters
bring along with them whatever destructive devises they deemed worthy of such a violent - albeit premeditated - act. While it may only appear to be an act of
vandalism or graffiti, the intent this particular group of people had to dissuade the violent action proposed for North Korea was, in and of itself, an illegal act that made
