terrorist activity are appropriate or effective has been the subject for a great deal of debate. International terrorism has been a frequent form of political expression and coercion over the
past twenty-five years. Carr (1996) points out that world leaders, Americas included, have tried to rally global indignation against the agents of terrorism by denying them the status of soldiers
and referring to their activities as criminal (p. 1). This designation has a great deal of validity in that terrorist activity-whether its assassination, bombing, or kidnapping-is indistinguishable from the actions
of criminals (Carr, 1996). Additionally, it can be argued that terrorist slogans are just rationalizations to thinly veil the more fundamental motivations of greed and bloodlust (Carr, 1996). Carr
(1996) and others have pointed to this problem with semantics as a central issue in how to best deal with terrorist activities. Carr argues that by designating terrorists as criminals
rather then soldiers, governments limit the reactive and defensive measures that are within their range of responses (1996, p. 1). With a criminal designation, the problem of combating terrorism is
often relegated to law enforcement and intelligence agencies. According to Carr, this sort of policy ignores the reality of what terrorists have become-organized,
highly trained paramilitary units that are capable of conducting an offensive campaign (1996, p. 1). Carr goes on to argue that the proper response to terrorism is one based on
