The U.S. policies regarding Native Americans have varied tremendously over time. The period spanning between 1865 and 1896, however, quite possibly represents one of the most adversarial period
of U.S. policy. This was also a period of great dichotomy in Native American policies. On the one hand Native American tribes were viewed as separate self-governing entities
and on the other they were viewed as wards of the federal government. Tribes found themselves in a position of being told that it was they that were ultimately
in control of their affairs but yet their status and their rights were subject to modification at anytime by congressional law, judicial opinion, or the Bureau of Indian Affairs (Wilkins,
1994). Numerous policy issues have faced Native Americans since their first contact with the Europeans that invaded their lands. Most
of these issues revolved around problems caused with the exposure to European expectations and, indeed, demands. With the advent of the United States, the problems would essentially be the
same but instead of dealing with a European based government or government, Native Americans would have an almost omnipotent governmental presence. The non-Native culture epitomized in the fledgling U.S.
was almost one-hundred percent different from Native American culture. This difference resulted in friction between the peoples of this new nation (and in particular its government) and the Native
Americans. It also resulted in tremendous losses of land and culture and in Native American exposure to different foods, alcohol, and disease which were in fact detrimental to Native
