time in American history. Our military involvement in Central America was one of the highlights of that time. The United States close proximity to Central America has necessitated
a certain level of involvement there in regard to our foreign policy since our earliest history, in fact. Our involvement in the Panama Canal Zone, however, is of particular
interest in that we had maintained a military presence there for years. In the 1980s, however, this presence would change in both scope and degree.
Some contend that since the advent of the New Diplomacy at the end of the nineteenth century the U.S. role in Central America has progressively grown stronger.
While this may have been true of our earlier history, our more recent history in regard to foreign policy in Central America has been considerably less encompassing. Never-the-less,
the relationship which resulted was not always amiable as we might expect from our U.S. perspective. Indeed, this relationship at times has been quite tenuous.
Lozado (2003) insists that despite the obvious turmoil in the region, Central America is neither a current priority in U.S. foreign policy nor one which
will occupy our immediate future. To fortify his contention, Lozado notes the speed with which the Bush administration:
"shelved the new era of relations with Mexico following the September 11 attacks".
