During the 20th century, we saw the near-end of monarchialism, fascism, and communism (Fox, 2000). Despite its lack of perfection, American democracy is still the ideal of many (Fox, 2000).
As we entered the 21st century, many analysts and experts believe that there was a predominant "indecisiveness and intellectual laziness" in American foreign policy during the last couple of decades
and this has created an vacuum in international leadership (Fox, 2000). Further, no other nations are willing to fill that void. Fox comments: "Throughout the 1990s, both Republican and Democratic
administrations have been enfeebled by foreign policies lacking in vision and ethical courage. Nearly a decade of opportunities to solidify long-term American global dominance has been wasted in indecision" (2000,
p. 194). By 2000, we had been facing a dramatic change in the global political environment that the U.S. seemed to be oblivious of (Fox, 2000). Although this nation was
born from a revolution and this nation supported under-dog nations throughout its history, the policies of the country have been primarily moderate and conservative (Fox, 2000). For the most part,
foreign policies have worked to support the goals of this country but at the same time, they have not been adjusted to cope within a new geopolitical global environment. We
have seen a pulling back of support in numerous arenas. One of the events demonstrating how the U.S. was pulling back support was seen in the spring of 1999
when the 2000 fiscal budget was being prepared. Congress was reducing the budget by 15 percent from what the President had requested for international affairs (Albright, 1999). Madeleine Albright testified
before the House Appropriations Subcommittee on Foreign Operations in April 1999 (Albright, 1999). The budget for foreign affairs spending had been cut by 15 percent by the Congressional Budget Resolution
