concern. Over the last few decades, a variety of attempts have been made to get a handle on the rising costs. Managed Care, i.e., HMOs, have become very popular.
They do control some of the costs but they do not fix the system. There are too many problems with them. This essay takes a look at the health
care system in the United States and discusses costs, policy, problems, current practices and trends for the future. Costs Health care costs in this country continue to soar. In
1998, health care costs represented 15 percent of United States as a collective political entity has decided that 15% of the gross national product.1 A study by Tulane Universitys Institute
for Health Services Research found that health care costs were increasing at twice the rate of inflation. In 1987, Americans were spending just less than $500 billion per year on
health care. In 1994, the figure rose to $937 billion, a 5.1 percent increase over 1993.2 Expenditures increased to $1.1 trillion in 1997, an increase of 6.3 percent over 1996.3
The estimated increase for 1999 is between 7 and 10 percent.4 Of the expenditures in 1997, 33 percent went towards hospital costs, 19 percent for physician services; 9 percent for
drugs and other medical non-durables; 8 percent for nursing home care; 4 percent toward government public health activities; and 2 percent toward research. A variety of expenditures made up the
