According to an online dictionary, www.businessdictionary.com, a "health care system" is defined as a "Complex of facilities, organizations, and trained personnel engaged in providing health care within a geographical area." If one considers only this extremely broad definition of a "health care system," then, yes, the manner in which health care is delivered in the U.S. is a "system." However, there are scholars who express an evaluation of the way that health care delivery functions in the US that is so negative that one can also easily make the argument that the delivery of health care in America is too dysfunctional to be considered to be a "system," as the term "system" implies organization and comprehensive service. care information technology (HIT) market is not working. He points out that "broad-scale adoption of HIT is not occurring despite considerable evidence of its impact on the quality of care
and patient safety" (Middleton, 2005, p. 1269). According to Middleton, many experts have indicated that market failure is "preventing US health care from delivering high-quality care to all Americans
at reasonable cost" (Middleton, 2005, p. 1269). Another problem is that the focus of health care delivery remains on treating illness rather than on promoting health and wellness, while other
problems, such as lack of health services to the uninsured, continue to compound current problems (Middleton, 2005). However, there are efforts being made to correct the problems with Americas health
care system. In 2004, Dr. David Brailer, pursuant to an presidential executive order, announced the Strategic Plan for Health Information Technology, which has its principal goal "creating a health care
delivery system that is consumer-centric," with an "informatics infrastructure to provide safe, quality care" (Skiba, 2006, p. 335). As the focus of this initiative was principally directed toward physicians, the
nursing profession independently formed the Technology Informatics Guiding Education Reform (TIGER) Team, which has as its principal goal to "identify information/knowledge management best practices and effective technology capabilities for nurses"
