foreign policy has varied significantly over time and the country to which it was being applied. Our foreign policy is particular interesting when it comes to Central America.
Mexico is of specific interest given her close proximity. Our policies in Mexico have been tempered by a variety of factors, not the least of which is Mexicos close
proximity to the U.S. and the various threats that have been perceived over time regarding this country. Mexican economy has been of particular interest in that it has the
potential to directly affect the U.S. The second decade of the twentieth century is particular interesting in this regard. Our policies with Mexico during this period were shaped
largely by President Woodrow Wilson, a leader whose foreign policy was structured around the goal of supporting the growth of so-called "just governments" using the rule of lawi. Wilson
is quoted as saying that he intended to stablize Latin America by teaching Latin Americans to "elect good men"ii. Our interactions
with Mexico have ranged from invasive to standoffish. Some would even contend that we have largely ignored this close neighbor. In many respects our foreign policy to Latin
America in general has been characterized more by neglect than any other factor. Lazado notes, however, that we shouldnt be surprised by the general inertia which has existed to
produce an overall policy framework towards Mexico and Latin America in general questioning: "What single
strategy can deal with immigration from Mexico, political chaos in Venezuela, economic debacle in Argentina, drugs in Peru and Bolivia, civil war in Colombia, or the uncertainty of an eventual
