like Afghanistan and Columbia become bases for terrorist groups, the United States must craft a strategic nation-building program which encompasses economic and social development as well as democracy and human
rights promotion. The recent terrorist destruction of the World Trade Center in New York and the simultaneous plane attack on the Pentagon itself stand in testament to the urgency
of overcoming any foothold terrorist groups may gain around the world. While military action is an important part of the fight to overcome terrorism, just as important is our
domestic intervention to instill stability (M2 PressWIRE, 2001). This is the only means available to us, in fact, to achieve long-term security on a world-wide basis (M2 PressWIRE, 2001).
There is indeed a great need in countries like Afghanistan and Columbia for domestic relief. People live in sub-human conditions and
even starve to death. The approach we have employed in the past to addressing these conditions, however, could be contended to have done more harm than good. Western
relief workers have a tremendous potential to impact these values, beliefs, and perceptions and thus to change behavior. By making a diligent effort to address the problems in troubled
areas such as Afghanistan and Columbia we increase our chances of gaining a democratic toehold in the culture. Cultural behavior in these areas in many ways both reflects day
to day living and is a reflection of day to day living (Muduwa, 1996). Practically without exception each of these has been influenced in one manner or another by humanitarian
relief efforts (Muduwa, 1996). The Western world perceives Afghanistan, Columbia and numerous other areas of the world to be an area of
