hard lessons learned during the Viet Nam years, created a situation where the small scale wars fought during these years were not waged by the Army, but by the CIA
and Special Forces (Arkin 72). One of the hard lessons was that the public insisted on non-involvement after Viet Nam, so while the CIA became involved in cover operations,
the United States Army built its strength. They accomplished this by building lean, heavily skilled troops who learned to fight with advanced technology. It is the result of
those policies that have created the fighting machine that is now acting in the capacity of global peacekeeper today-but selling that success to the public remains problematic. Some historians believed
that the main difference between military policy during the war years and after the Viet Nam War was the reluctance of the United States to enter into a full scale
military engagement. This is partly true. Because we went in to act as guardians rather than to win, we ended up being shamed. Not only were we shamed by
our pull-out from Viet Nam, but also by the virtual revolution against the military by United States citizens. From this point on, the public stated, military involvement should not be
used unless directly related to protection of our shores. The additional reasons given were the extensive number of lives lost in Viet Nam.
As a result, military presence around the world was stripped down to a minimum and the Army was forced to redirect its policies. While the public was happy
with the pull-out, the Army refocused its intent toward winning the next time around. Retaining a low-key posture, all branches of the military adopted this focus. Between 1979-1989 the
