This paper discusses several issues related to education and changes in the educational system; it updates several observations and reflects on the state of current research. First, it evaluates the
statement "Two-year colleges however, because of time restraints and resources, rely increasingly upon criterion-referenced testing while outsourcing outcomes based experiential training." It also updates information about the gap between the
concept of "teaching to the test" and ultimate job ability. Finally, it considers on-the-job training, which is the ultimate "outcomes-based" type of training and updates thinking on the method of
training. Discussion In order to consider the first proposition, the statement "Two-year colleges however, because of time restraints and resources, rely increasingly upon criterion-referenced testing while outsourcing outcomes-based experiential training,"
we need to define some terms: what are "criterion-referenced testing" and what is meant by "outsourcing outcomes based experiential training"? According to a national organization called FairTest, a criterion-referenced test
is used to measure how well a student has "learned a specific body of knowledge and skills" (Criterion- and Standards- Referenced Tests, 2007). The example given is a drivers licensing
class: if the student understands the rules of the road and knows how to drive, he should be able to pass tests in the subject easily.
