the main limitations the government has in solving either of these problems. THE PROBLEMS AT HAND Both of these problems, that of illicit drug use and that of not
receiving a proper education are in many ways related to each other. But because they affect so many different types of people it is highly unlikely that the government
can wave one magic wand, or make one single proclamation in order to solve these problems. Because these problems have so many different underlying causes there is no one overall
generic solution to this problem. That is unfortunate because the government has no way to break itself down into smaller components in order to deal with each and every
cause. There was a time in the early history of our country that the government could deal with small pockets of problems. That was when the countrys population
was smaller and the government was smaller as well. In todays world we have too large a population and the government is just too large a bureaucracy to be able
to deal with the myriad problems the people face today that cause them to turn to drugs or to get a less than adequate education. SOME OF
THE PROBLEMS TO DEAL WITH While this paper will not go into the nuts and bolts of what causes either problem, suffice it to say that there are many different
