one is to consider the admission of Turkey to the European Union from the point of view of international business relations, it is probably useful to first look briefly at
some of the reasons why enlargement of the EU is considered to be a positive development, before assessing the suitability of Turkey in particular for inclusion.
Europa (2004) notes that the Single European Market originated
in response to the increasing domination of the US and Japan in some areas of industry, and the economic repercussions of newly industrialised countries cornering the world market in assembly
industries. Because of this, it was felt that Europe could only compete on equal terms if physical, technical and fiscal trade barriers were removed. The Cecchini report on pre-SEM Europe
found that there were a number of factors which hindered the operation of the EU as a single entity with regard to world trade.
For example, there were considerable variations in high
technology design standards, and a similar variation in research and development. In addition, national governments tended to support internal competition, which was favourable to individual nations but meant that in
global terms, Europe as a whole was not competitive. Different types and levels of government subsidies also contributed to the distortion of the market. In other words, from the business
point of view Europe was not acting as a single entity in the global market, and whilst the internal fluctuations and distortions might benefit individual nations in the short term,
