a manifesto on philosophy that was co-authored by the emperor himself. This paper discusses the book and what it tells us about the U.S. government today. Discussion Zeng Jing, according to Spence, "plotted a half-hearted rebellion against Yongzheng" that should probably have cost him his head but instead led him into co-authorship with the emperor (Rivken). The story starts when a messenger named Zhang Xi delivers a letter from Zeng Jin to "Yue Zhongqi one of Yongzhengs most trusted generals. The letter asks Yue to rise up against the emperor, but instead Yue immediately arrests the messenger and reports to the emperor" (Rivken). From there, Spence switches the action to Beijing, where the emperor takes "personal control of the investigation" (Rivken). The action of the book follows the search for the culprits, the way they are questioned, and "the final reckoning between Yongzheng and Zeng Jing and Yongzhengs resolve to teach the people of China the lessons he himself has learned as a result of Zengs delusions and successful thought-reform" (Rivken). Rivken suggests that we may wonder why in all the long centuries of Chinese history Spence picked this little known incident to write about, particularly since the pamphlet that Zeng Jing was trying to publish was the work of a man considered a traitor; in fact, the book was banned and all copies were ordered destroyed (Rivken). "Only a few were saved, buried in archives or by enterprising book collectors" (Rivken). Rivken believes that Spence probably had many reasons for choosing this incident, but whatever they might have been, the book is fascinating because it gives us a glimpse into the workings of the Qing bureaucracy, which are "fascinating beyond mere curiosity.
