onset of widespread disease. Many sources have criticized New Orleans for not being prepared for this emergency. Whether or not the critics are correct, its clear that something has
gone terribly wrong; and if it can happen in New Orleans, it can happen anywhere. This paper examines the state of preparedness and disaster programs in Travis County, Texas.
The Basics Travis County, Texas is the location of Austin, the states capital. Counties are strange entities; they may have boards of supervisors or county commissioners or any
variation thereof. They exist in large part to provide services to people living outside incorporated areas. That is, the cities take care of their residents, providing police, fire,
and other services; while counties usually rely on a sheriff and may have volunteer fire departments. In this case, it seems as though much of the preparedness measures that
apply to Travis County are actually found in Austins Office of Emergency Management, which details the measures to be taken in event of disasters, including flooding and tornadoes. Disasters
