number of problems and challenges to enterprises. The call to plan and think globally but to act locally is a catchy phrase but the actualization of this premise is extremely
difficult. It is not that major corporations were not conducting business out of their home countries prior to the advent of the Internet and other technology. They did. Big businesses
had offices in other countries and even factories. Today, however, as this author states, "with the commoditization of bandwidth information technology is being challenged directly to address transnational information technology
(IT) operations" (Kniaziewicz, 2009). As Sachenko (2008) said, it is not easy managing information technology systems. But, managing information technology systems effectively is essential for any large organization today.
Effective IT management adds value for the customer and helps the company gain a competitive advantage. It involves developing strategies for e-business and e-commerce that supports the corporate mission, it
involves developing strategies for allocating resources that are related to information systems and information technology, and it involves designing information technology architecture that supports the companys goals and mission (Sachenko,
2008). More than a decade ago, Reimers (1997) reminded readers that building a transnational organization required total global integration. That means it is not enough to allocate responsibilities to
different people or different locations, it is crucial to adjust the balance of adapting to the market while still integrating on a global basis (Reimers, 1997). Resources and capabilities are
