867 Organized crime presents many threats to
the modern world. These threats have, in many ways, escalated with globalization. President Lyndon B. Johnson once observed that transnational organized crime constituted nothing less than a guerilla
war against society. Johnson recognized that transnational criminal organizations have the ability to undermine state capacity to provide political goods. The unique structure of these organizations has coupled
with technological changes to allow these organizations to operate seamlessly across international borders. That same combination of factors has complicated states ability to respond to transnational organized crime.
This is one of the dark sides of globalization. Human trafficking, and even the trafficking of human organs, is a particularly concerning facet of this aspect of globalization.
Transnational crime entities are structured to take advantage of modern technology that allows quick communication and connectivity. This is, after all a time
