fertile ground in which transnational criminal activity can take place. The increased occurrence and increased awareness of transnational crime, including terrorist groups, has emerged from a convergence of differing
factors. Williams (1997) argues that following the fall of the Soviet Union there was a significant increase in the ability of criminal organizations to undertake activities across international boarders. Many
of the former Soviet Union states suffered a notable decrease in their control over their boarders as they embrace the democratic models denied to them, with the accompanying freedoms, including
the movement of people and goods across boarders. The economic conditions and the underground black market that had already been present in the Soviet Union provided one source of economic
activity in an economy that was struggling. The increase was supported not only by the increased ability to pass national borders, but indirectly through legal as well as illegal actors.
There was a demand for goods, with a demand for prices that were more likely to be realized through supply chains which include criminal activity. Clutterbuck (1990) argues that
the legitimate trading patterns resulting from increased liberalization of trade is also a facilitator for crime and terrorism, particularly in areas where there are free trade agreements. Trading blocks such
as the European Union NAFTA and ASEAN create areas where goods can flow easily, with fewer, if any, checks and less bureaucracy associated with trade in a trading block. This
