There are all types of reasons that organizations - and governments - offer for seeking to inhibit free trade. The most common one is that some business
or industry in a specific country has convinced its government that trade restrictions will benefit the country in the form of job protection or control of the market for the
goods that the business or industry produces. Any gains that can be realized from the restriction of free trade are only short-term at
best, unless the period they can appear to be beneficial is artificially lengthened such as is the case in command economies. Despite the possible benefits of short-term gain realized
through such restriction, the long-term effect is nearly assured to be a detrimental one. The purpose here is to examine the claims of Flexo and Expando, manufacturers of watch
bands. The Situation Expando and Flexo manufacture wristwatch bands in States A and B. Each has been selling in its own country,
until Expando of State A began selling in State B. Both members of the World Trade Organization (WTO), Expandos State A offers a variety of incentives to all domestic
business operating within its borders. Flexo has asked its own State B customs service to impose a stiff import tax on Expandos products,
but the State B customs service refused. Now Flexo intends to take Expando to court in an effort to force release of scarce resources. Flexo seeks a court
