potentially harmful materials to other countries simply because those countries have less stringent laws and regulations. The United States isnt alone in this practice. In February 1998 the
United Nations urged the more technologically advanced countries of the world ratify the ban on dumping in third world countries which was originally drafted in 1995 (Associated Press, 1998).
Over three hundred delegates from one-hundred and seventeen countries were present at the United Nations conference (Associated Press, 1998). Of them the United States stood among the countries that
refused to add their signatures to the document. In 1989 the U.S. government had entered into the Basel Convention which regulates
the international traffic of hazardous waste but which does not ban the export of that waste. The current proposal would be an extension of that agreement and, if ratified,
would present an all-out ban on the international transport of hazardous waste (Associated Press, 1998). The reason for the United States reluctance, and that of the other countries, is
economically not environmentally based. Put simply, it cost money to treat and safely dispose of toxic and hazardous waste. Export to third world countries is cheap.
The problem of how to properly treat and dispose of the waste which is produced by practically every aspect of human existence is a difficult
