I was not surprised to find that many of the key issues discussed were ones which larger cities, such as Newark or Paterson, might consider to be more trivial, I
was shocked by some of the police chiefs comments and statistics on crime as well as remarks and various comments made in reference to the general decline of the town
populations socio-economical status as the months pass by. Pembertons meetings are held on the first and the third Monday of every month with several exceptions.
Their mayor was not present at this particular meeting but I was able to infer that he normally is present and apparently is required to be so. The
townships Administrative Manager, B. Larson, who assists the mayor spoke throughout the duration of most of the narrative portions of the almost three-hour town meeting.
Apparently, the job function of the administrative manager in Pemberton is similar to that of a council manager. The administrative manager deals directly with the chiefs and leaders of
various other branches of government and services who represent the general concerns of citizens. Such groups include but are not limited to: The Pemberton Boro Police, The Pemberton Volunteer
Fire Department, Pembertons School District and also Pembertons Department of Sanitation. Each of these groups were required to have a high-ranking representative present a report on the progress of
various issues and concerns for their particular division of municipal service. The administrative manager is also responsible for supervising the affairs of the various local government branches and reporting
