the erstwhile partners as they weighed the advantages and disadvantages of membership in the new European state. Some of these questions, as we shall see, have yet to be resolved
as Europe attempts to remake itself from competing factions into a global economic and political force to be reckoned with. It is not only the interests of the various countries
which are at odds, but the competing needs for security and welfare of their internal workforce on the one hand, and for economic stability and predictability on the other across
the entire system on the other, which will require solutions if this economic union is to succeed. I. History of the European Union The process toward the development of the European
Union began in the ashes of World War II, in a joint venture between Belgium, France, Germany, Italy, Luxembourg, and Netherlands called the European Coal and Steel Community in 1951
(Chivvis, 1999). This initiative and the economic cooperation which followed allowed the countries of Western Europe to rebuild their infrastructures and economies, for the first time, without a fear of
war (Chivvis, 1999). This was followed by the European Economic Community (Generally referred to as the European Common Market) in a formal treaty in 1957, and agreements strengthened the
economic and political ties. Over the years, other countries joined what came to be called the European Community, and then, after the signing of the so-called Maastricht
