the lips of everyone even remotely associated with the penal system; as much as administrators and legislators work to improve prison operation, it continues to be fraught with setbacks.2
Without even trying to implement total quality, the Governor simply cannot say it will not work. One of the first ways to engage this process is through strategic alliance,
which draws upon the mutual and complementary assets of all individuals involved with the natural progression to gel the relationship and corroborate common goals. This fit, as Austin notes,
"becomes the critical task for culminating the connection...Finding the right fit is a process that entails an investment of time and commitment to dialogue."3 In other words, while a
fit must exist between missions and activities from the very beginning, the governor must understand how it does not necessarily have to be a "full fit" being as this comprehensive
