total quality government. Throughout this paper Ill be discussing the latter, because in my mind this is an area that is much in need of a "Reinventing," if you will.
After all, if what we are trying to achieve is a revamping of government with quality as priority one, what better way to start then with the future leaders of
our country. Before getting into any specific examples, let us first try to gain a fundamental understanding of what "Total Quality Government" really means. Total Quality Government is modeled after
the idea of Total Quality Management, which is the management philosophy developed principally by W. Edwards Deming. Demings approach uses performance data to pinpoint problems, and then gives employees tools
they can use to analyze them, isolate their root causes, develop solutions, and implement them. Deming also points out that if employees get involved in creating solutions, organizations will be
able to solve their problems more effectively. Some comparisons between traditional management principles and total quality management principles have been made to help better understand this concept. Also listed are
some translations to ways they can be implemented in government agencies. First, in traditional management, needs of users of products and services are defined by specialists. In a total quality
atmosphere, customer focus is the goal. In other words, users of products and services define what they want. Likewise in government agencies, services would be delivered to better accommodate the
