China joined the World Trade Organization at the beginning of twenty-fist century. It is notable that as China has increased its participation within global trade there ahs been an
increasing level of FDI1; this stood at only US $1.3 billion2 in 1984, by 2000 this increased to $42.1 billion and by 2008 the total was $92.4 billion (Chinability, 2010).
The correlation of fast economic growth and the increased level of FDI do not necessarily proof causation but it appears likely that they are at least interdependent, the economic development
attracting more FDI and the FDI helping with the development. It is highly likely that the FDI is brining a wide range of benefits to the country, but to what
degree is China dependant on FDI in order to achieve the economic growth that it has been pursuing? To consider this we need to look at the economic policies that
have been in place to assess whether or not they require FDI and then look at the concept and potential benefits of FDI to determine the way that this is
needed and impacts on the achievement of the goals. The economic development plan in China has been divergent from the traditional plans
seen in other developing countries as a result of the political environment. In the years following the Cultural Revolution China was in a poor state. There were structural changes required
