the Gilmore Commission. Discussion In Phase I of their report, Hart-Rudman listed their beliefs about the United States and their view of the future. Their beliefs might be somewhat different
now, given our economic crisis. However, at the time their commission met, they set out the following: they believed that the U.S. would continue to be strong economically, and remain
a primary force throughout the world until at least 2025; that U.S. foreign policy will be shaped by politics and society; that American science and technology will continue to advance
and be used around the globe; the fossil fuels will continue to be the most-used energy source in the world; that income disparity will increase and poverty persist; that globalization
will continue; that NGOS will grow in "importance, numbers, and in their international role"; that the U.S. will work with a number of international organizations; that the U.S. will remain
the dominant military power on earth; that WMDs will continue to proliferate; that conflicts will arise; and that the U.S. will need allies but find them difficult to find and
relationships with them will be hard to sustain (Hart and Rudman, 1999). Based upon these beliefs, Rudman and Hart came up with 14 points to consider in shaping any
strategy. The conclusions they drew were that America "will become increasingly vulnerable to hostile attack on our homeland, and our military superiority will not entirely protect us" (Hart and Rudman,
1999). They believe that America will be both loved and hated abroad; that some malcontents may acquire weapons and use them, killing Americans on their home soil, "possibly in large
