risk for the healthcare facilitates that will see an increased rate of admissions and will have to have the resources to deal with the increased demand (Pauli and Rizzi, 2008;
Larrieu, 2008). Colder winters are also associated with global warming, a time when there is also existing data that indicates increased cold related deaths due to hypothermia; this is a
particular problem for countries that are not used to severe winters, where the environment has not been adapted to cope with these changes. For example, countries used to the colder
winters will have better insulation in buildings, roads and road maintenance will be used to dealing with the ice and the citizens will have suitable clothing compared to areas that
are not acclimatised that the lower temperatures (Sanders, 2010). Where severe winters are unexpected or sudden there is little time for the community to adapt, which increased the health risks
due to exposure, as well as increasing pressure on the healthcare service, where there is a gradual change over decades there is a gradual adapting and change, so sudden shifts
in use of resources are not required. Demographic changes may be projected looking at birth rates and changes in the local housing; this allows healthcare organizations to make changes
