This paper compares two articles that discuss theories of war and international actors; one of them espouses the offense-defense-deterrence theory and the other examines the balance of power and power transition theories. After reviewing the articles, well try to determine if one is "better" than the other, or at least perhaps makes more sense. The Articles Its proven impossible to find the requested articles, so Im using "Technology, Conquest and War: Refining and Testing Offense-Defense-Deterrence Theory" by Karen Ruth Adams; and a student-supplied email that (I think; its not labeled) discusses Schwellers theories. In her article, Adams explores the claim that at some points in time conquest is easier than defense, while at others, its more difficult (2002). This phenomenon is referred to as the offense-defense balance and its vital that security forces understand its causes and consequences (Adams, 2002). She argues that if the claim posited in the theory is true, that the "relative efficacy of offense and defense changes over time, making states more vulnerable to conquest at some times than at others," then the theory could explain a great deal about historical trends as well as contemporary problems (Adams, 2002). It would be able to explain the incidence of war, the waxing and waning of international cooperation and why and how alliances form and dissolve (Adams, 2002). However, in more than 20 years of work on the topic, this particular claim (that offense and defense change over time) has "never been tested" (Adams, 2002).
