to the potential of a fully integrated United States of Europe. The truth of integration is complex, with many elements appearing to apply to the current EU, with a
movement of opinion reflecting the changing perception and goals of the EU. Areas such as security policy and justice policies. If we consider the various integration theories we can
then apply them to this area. The earlier theories may be seen as prescriptive and the later theories as descriptive, reflecting the times in which they were conceived. The initial
development of the EU may be seen as following the idea of Federalism. This is a theory of integration that states integration needs to be political. The idea is to
create a structure above that of the state that can be a force to unite the different member states. The use of a constitutive assembly where there are representatives form
all groups may be seen as closely resembling the make up of the European Parliament (Pace, 1999). With this model of integration differences are seen as superficial, and as
such the hierarchy that is above the state allows the states to move past this stage and share a common future though a shares idea of what they future should
be. It is worth remembering that Winston Churchill, following the Second World Wear foresaw a United States of Europe (Taylor, 1983). The solutions are reached though dialogue and debate and
a general trend that looks to follow the US model. In the formative years of the EU the influence was that the US and the development of the Marshall plan
