the quality of public services that are delivered to citizens. There are very few research studies that have been conducted in government work settings to investigate the quality of public
services. Those that have been conducted suggest that fair treatment of employees increase employees trust in management and increase employees satisfaction with their jobs, with their supervisor, with their organizations,
and it increases employee motivation to deliver excellent services to the public. How managers and supervisors treat employees impact organizational loyalty, job satisfaction, pay contentment, and employee turnover rates.
Still, the reputation of public employees is poor. The public often believes that they receive poor service from public employees. There are many factors that may contribute to this situation.
Organizational justice and group dynamics are two of those factors. Organizational justice refers to how fair employees perceive their organizations to be (Cropanzano, Bowen & Gilliland, 2011). Group dynamics refers
to how people get along with each other within the organizational structure and how that affects performance. This study will contribute to the knowledge to address the issue of poor
public service through an evaluation of public management in providing organizational justice and group dynamics which affect motivation, performance, and service delivery among public employees. There is a premise that
how public employees are treated and how they treat each other influences how they treat the public. 2. Theoretical Framework Every research study must be based on something. It
is not simply pulled out of the air. What it is based on is often a broad theoretical area that is found in the literature (BOLD, 2012). Examples include management,
