The Yalta Conference of February 4-10, 1945 occurred in the aftermath of World War II. It affected several aspects of world political, economic, and societal development.
Germany, in particular, was affected by the Yalta conference. The reconstruction of German political structure after World War II was, of course, critical. So too was the
reconstruction of her economics and of her society in general. The Yalta conference set the stage for much of this reconstruction and the events which would follow.
The Conference of Yalta was precipitated by an earlier conference which was held in Teheran in November, 1943 (Nekrasov, 1984). Early in
1943, analysts of the American military recognized that Russia would be a dominant factor in the years after the war and have a military capability greater than any other country
in Europe or Asia (Nekrasov, 1984). In addition, there seemed to be a possibility that Russia may make a separate peace treaty with Germany (Nekrasov, 1984). To ensure
that Russia remained an ally, a meeting was called between the United States, Great Britain and Russia in which the United States and Great Britain would make concessions to Russia
for remaining on the allies side and entering the war in the Pacific theater (Rauch, 1957). The decisions and concessions made by the United States and Great Britain at
both the Teheran and Yalta conferences would be based upon this policy (Rauch, 1957). At the Teheran Conference plans were discussed as to
